The Minatoya List was created in 2001 by Richard Minatoya, the Deputy Corporation Counsel for Maui County, to clarify where vacation rentals (TVRs) could legally operate on Maui. The rule, which was later adopted into the Maui County Code, states that condominium units that were already operating as short-term rentals by 1989 can continue to do so. To be on the list, a property must have received a building permit, SMA use permit, or planned development approval before April 20, 1989.
